Wikivoyage != Wikipedia ;) As for administrative levels, there's a weird practice to include the administrative level of a region in official documents. For an encyclopedia, it is necessary to follow the practices of official documents. However, for general uses (such as in oral Chinese), it is more common when there is no administrative levels mentioned (except for disambiguations), just like no one would say California State.
